General Information
The SHIELD Generator creates a defensive field; increasing the defending players building's health (including and itself) or attack damage of other defensive buildings in the shield's range. This could prove to be a huge asset to any high level base. At level 3, the SHIELD Generator providers a 15% boost to either health or damage.
*Note - As of update 31.03 on April 1, 2014, the SHIELD Generator no longer increases the health of Walls.
Example
Except for the highest level bases, most players will come to a point where they will choose whether to build a SHIELD Generator or continue upgrading their existing buildings. Below is a functional example of this scenario.
So what does this tell us? If you build a SHIELD Generator and surround it by 5 level 9 Watchtowers, then you will gain the benefit of adding either 2.8 damage (14 total damage) or 34.5 hp (177.5 total health) to each building versus upgrading a Watchtower and gaining 30hp and 9 damage to that one building.
If you build a SHIELD Generator, upgrade it to level 2 and surround it by 5 level 9 Watchtowers, then you should expect a benefit of 5.6 damage (28 total damage) and 69 health (345 total health) to each building. The alternative, for the same cost, would be to upgrade a tower from level 9 to 11, which would grant a benefit of 19 damage and 60 health to one building only.

If you are faced with the choice of building a SHIELD Generator or a Death Ray, the above table compares the benefits received. Sticking with the same scenario, if you had a generator that was level 3 and surrounded it by 5 level 9 Watchtowers, then you would expect a benefit of 8.4 damage (42 total damage) and 90 health (450 total health) to each building. Building a Death Ray and leveling it to level 3 would cost the same amount of resources, but carries a benefit of 70 damage and the addition of a 2400 health building. To gain the same amount of damage from a level 3 SHIELD Generator as you would gain from building a new Death Ray and upgrading it to level 3, you would need to surround it with 5 level 13 Watchtowers.
