They won't change it, nor should they--it's how every one of these games work. Jungle Heat is just a clone of another strategy game, and takes its cues from that. Just like every other CoC clone. The loot formula is there to ensure you're battling people of similar level to you, so that you can't upgrade your CC11 by feeding off of lowly CC4s, for example. It benefitted you when you were stating out, and you gave up that advantage by upgrading your CC before you were ready.
The fact remains: you upgrade your command center once you've run out of upgrades. If you rushed and upgraded prematurely, well, there are consequences to rushing. Less loot available to raid is one of those. Losing more loot to your opponents is another.
You're not supposed to upgrade your command center because something new and shiny comes out, you upgrade it because you've upgraded everything else and run out of things to upgrade. This is common knowledge in other games of this type, yet is lost on so many folks in Jungle Heat.
It's sad to see so many CC11s that have the defenses of a CC6, but it does make great loot for the people that understand these games. So many level 70-something CC11s, yet CC9 will take you almost to level 100 if done properly. I love cleaning out higher level CCs, and funny enough, almost never see a revenge... since they get a smaller % of loot from me, and thanks to my much higher level defenses, lol!
